LABOR PULSE

This is a split market. Entry-level and residential labor is loosening, but commercial and industrial specialty trades are structurally tight. Contractors are holding crews rather than hiring new ones, with the hiring rate pinned at a near-record low. Workers are staying put, keeping quit rates at their lowest since 2020. For a foreman or sub, the read is simple: your core specialty crew is very hard to replace mid-project, so anything that disrupts retention carries a real cost this week.

THE TAKEAWAY

Copper approaching $14,200 per metric ton with a 50% tariff and steel HRC up 43% year-over-year means material validity on any new bid should be capped at 15 to 30 days. Tie escalation clauses to BLS PPI indices for steel and nonferrous metals. The June oil-price dip brought a brief MoM reprieve, but nonresidential inputs are still 7.4% higher than a year ago. That gap is not closing on its own.

Amazon's GW Ranch: Off-Grid Power and Data Center in the West Texas Desert

Amazon's GW Ranch

Amazon and Pacifico Energy Group are developing an 8,000-acre off-grid data center and industrial power complex in Pecos County, West Texas, with a $12 billion master plan and Phase 1 building permits filed in August 2026.

Millwrights will set and align 35 simple-cycle natural gas turbine-generator sets delivering 7.65 gigawatts of captive power, while industrial pipefitters fabricate high-pressure gas feed lines and large-bore brackish water cooling loops drawing from deep aquifers and Permian Basin produced water. The water strategy achieves zero municipal water consumption for cooling, while a 750-megawatt solar array and 1.8-gigawatt battery storage system integrate directly with the data halls.

WHY IT MATTERS

The behind-the-meter power model is becoming the default for hyperscale construction. As utility interconnect queues stretch to three to five years, tech companies are funding their own power plants, meaning millwrights, industrial pipefitters, and high-voltage lineworkers with plant construction backgrounds are now crossing into data center buildouts. If that describes your skill set, demand is real, the pay is competitive, and sites like this one are offering per-diem and relocation to get the right hands on-site.

Phase 1 covers three 189,000-square-foot data halls valued at $900 million, with building shells targeted for late 2026 and power generation systems extending into 2028.

Commanders stadium JV is set. Clark Construction, Mortenson, and Smoot won the joint venture to build Washington's new $3.8 billion NFL stadium at the 65,000-seat, 180-acre campus. Construction starts in 2027 with a 2030 target finish.


Bally's idles Chicago crews. The developer reset pace on its $1.7 billion casino complex after the city expanded video gambling, pausing hotel, events center, and restaurant work pending legal clarification. Roughly 1,500 union workers on non-casino scopes are currently benched with no confirmed restart date.


FAA grants $870M to airports. The IIJA-funded round covers 339 projects across 44 states, including $289 million for a new terminal road at LAX and $50 million to reconstruct the Miami airport roof. Carpenters, electricians, and civil crews have work ahead at airports from Denver to O'Hare.


Specialty trades added 15,400 jobs in July. ABC/BLS data shows construction gained 22,000 net workers in July overall, led by nonresidential specialty work. That marks three straight months of positive additions in that category.


Momentum index jumped 6.9%. The Dodge Momentum Index posted its largest monthly gain in months, driven entirely by hyperscale data center project filings. Without data centers, commercial planning would have dropped 16.2% against 2025 levels.

🔧 THE TOOL

The BLS JOLTS data released last week shows the construction hiring rate sitting at 3.5%, tied with the all-time low set earlier this year. When contractors stop adding heads, they work hard to protect the ones they have. That is your leverage, especially if you are a journeyman electrician, pipefitter, or industrial mechanic with data center or power plant experience.

Do not just ask for a rate bump on your next project offer. Ask for a written work commitment: 12 to 18 months of guaranteed tenure, or a right-of-first-offer on the follow-on phase. Contractors staffing sites like Saline Barn or GW Ranch would rather give you continuity than lose a specialty mechanic to a competing project.
